National experts explain that these impacts are the result of exacerbated adverse childhood experiences, limited opportunities for social interaction, and reduced enrollment in Pre-K and early intervention services.

In California we have seen an almost 10% decline in the percent of preschool age children with IEPs exiting preschool special education services functioning within age expectations in positive social-emotional skills (including social relationships) from 77% in 2019 to 68% in 2022.
